Japan Land Ministry bars contractor Maeda from bidding

Japan's Land, Infrastructure and Transport Ministry on Tuesday barred midsize general contractor Maeda Corp. from taking part in bidding for the ministry's construction projects for one month through Nov. 2.

The ministry took the punitive action as two Maeda employees were arrested in September for alleged violation of the waste management law over the company's dumping of sewage from a condominium construction site in Yokohama into the sea off the eastern Japan city over a one-month period through late April, the ministry said. Couple withdraws plans for historic home

PASADENA - Former Councilwoman Ann-Marie Villicana and her husband, restaurateur Robin Salzer, will not after all put the Paul Williams-designed Morris Landau House on a hillside overlooking the Arroyo Seco.

The couple won t appeal a Planning Commission decision denying them permission to reassemble the 1936 mansion on the South San Rafael Avenue lot because of its size. Their plans now are to build themselves a new home there and restore the house designed by the prominent African-American architect somewhere else as a family home, Salzer said Friday.

Our hearts tell us to go forward, but our heads tell us enough is enough, Salzer said of their decision not to take their case to the City Council. There was so much animosity created ... It s gotten to the point where we re going to look for a site in a city that wants the house.

While major homebuilders relinquish options and pull out of escrow on properties because of a soft new housing market, builders are already plotting strategies for where the market is heading next, according to Sullivan Real Estate Advisors, which recently gave a presentation at the Four Seasons to members of the housing and real estate industry.

For the local market that will mean a push for more affordable housing, said Ken Perlman, the Sullivan Group's vice president.

"Builders are looking for any strategy to keep their prices to what the public wants to generate home sales," Perlman said.

Because of the high cost of land, builders have shied away from making major purchases knowing that prices are already a factor in keeping people out of the new housing market, Perlman said.

Going flat out to beat builders

THE battle against developers out to bulldoze houses and replace them with flats will continue, say protesters.

Sutton Council refused planning permission for Wren Homes to knock down three houses in Rotherfield Road, Carshalton, and replace them with retirement flats at a meeting on September 7.

But despite their success, opponents say they cannot afford to be complacent as the company is determined to build there.

Sue McClandish, vice-chairman of the Rotherfield Road Action Group, said: "Wren have already been putting pressure on other householders, so far with no satisfaction.

"This planning application caused widespread public concern in this area, which is full of character and will be ruined if developers get their hands on it."
